Each year, many of our students receive financial support from sources other than SIPA and Columbia University. But they didn’t stumble upon those sources by chance. We’ve realized that it can be time consuming searching the web for potential sources of financial aid, and want to offer you a helping hand. Below are five outside funding opportunities with deadlines that are fast approaching.
You can find many external funding sources by checking out our External Funding Page, where there are more than 240 different outside scholarships, grants and fellowships available for our outstanding students and those interested in public policy programs. Just keep in mind that external or outside awards may affect eligibility for student loans. There are also external funding sources that SIPA provides partial matches for, increasing recipients’ funding. Thus, notify the SIPA Financial Aid Office if you’ve received any additional funding, so that you do not miss out on any other funding opportunities.

Payne Fellowship Program
Deadline: January 20, 2015
Award: up to $45,000

The fellowship plans to award five fellowships valued at up to $45,000 annually for a two-year program. The award includes up to $20,000 per year toward tuition and mandatory fees for completion of a two-year master’s degree at a U.S. institution; a $15,000 stipend for each academic year for room, board, books and other education-related expenses; and up to $10,000 per year in stipend, housing, transportation, and related expenses for summer internships. At the conclusion of two years of study, the Payne Fellow is expected to obtain a degree in international development or another area of relevance to the work of the USAID Foreign Service at a U.S. graduate or professional school approved by the Payne Program. Fellows who successfully complete the Payne Program and USAID Foreign Service entry requirements will receive appointments as Foreign Service Officers with the U.S. Agency for International Development.
Eligibility Requirements:
- Applicants must be U.S. citizens.
- Applicants must be seeking admission to enter graduate school in the fall of 2015 for a two-year program at a U.S. university. They can be in the senior year of their undergraduate studies, graduating by June 2015, or they can be college graduates.
- Applicants must have a cumulative grade point average of 3.2 or higher on a 4.0 scale at the time of application.
Zeta National Educational Foundation Scholarships

Finlandia Foundation National Academic Scholarship
Deadline: February 2,2015
Award: $1,000-$3,000

Full-time undergraduate and graduate students of all academic disciplines who are currently enrolled in accredited post-secondary schools in the United States and Finland are eligible for FFN scholarships. Candidates must be freshmen or have completed freshman year and show evidence of continuing to the sophomore level or higher prior to receiving the award. Applicants must have maintained a 3.0 GPA.
The FFN Scholarship Committee considers the following:
- U.S. or Finnish citizenship is required
- applicants of Finnish-American heritage are given primary consideration
- course of study
- students studying subjects related to Finnish culture receive special consideration
Government Finance Officers Association
Deadline: February 20, 2015
Award: $7,000-$12,000
Three scholarships are available for candidates who have a superior record of academic achievement and/or job performance and show promise of completion of their studies at a high level of performance. In addition, candidates should have plans to pursue a career in state or local government finance.
NY Grace LeGendre Endowment Fund, Inc.

Since its incorporation in 1989 through 2014, the NY Grace LeGendre Endowment Fund Inc (GLEF), has awarded over $144,000 in fellowships to 142 NYS women. Of these, ninety two were working toward a Master’s and fifty toward a doctorate. They were enrolled in forty-seven diverse fields of graduate study.
Individuals who wish to be considered for a GLEF Fellowship must:
- Be a woman who is a United States citizen and a resident of New York State.
- Have a Bachelor’s degree
- Be currently enrolled in graduate studies in an advanced graduate degree program at an accredited New York State college or university and have already completed at least one semester in that program.
- Show evidence of scholastic ability and a need for financial assistance.
