Payne International Development Fellowship Program is Now Welcoming Applications!

The Donald Payne International Development Fellowship Program is now accepting applications for the 2018 Donald Payne International Development Fellowship Program at https://www.paynefellows.org! The application deadline is January 19th, 2018.

The Donald Payne International Development Fellowship Program is now accepting applications for the 2018 Fellowship.

The Payne Fellowship is a U.S. Agency for International Development (USAID) Program, administered by Howard University, which seeks to attract and prepare outstanding young people for careers as Foreign Service Officers in USAID. Candidates must be graduating seniors or college graduates with strong academic records and a desire to promote positive change in the world. The program encourages the application of members of minority groups historically underrepresented in the Foreign Service, women and those with financial need.  Applicants with any undergraduate major are welcome to apply. Selected fellows will receive support for graduate school and will have a unique pathway to the USAID Foreign Service.

Program Benefits

  • An orientation to the Program and the Foreign Service at Howard University in Washington, D.C. in late spring 2018
  • Two summer internships, one on Capitol Hill in summer 2018 and one overseas at a USAID Mission in summer 2019.
  • Up to $22,000 annually toward tuition, fees and living expenses for a two-year master’s degree in fields related to the Foreign Service such as development, economics, public administration, public policy, business administration agriculture, environmental sciences, or urban planning at a U.S.-based institution.
  • Mentoring from a Foreign Service Officer throughout the duration of the fellowship.
  • Employment in USAID Foreign Service for those who successfully complete the program and meet Foreign Service entry requirements, in accordance with applicable law and USAID policy, with each Payne Fellow committing to a minimum of three years of service.

  • U.S. citizenship
  • Seeking admission to graduate school in fall 2018 for a two-year program in an area of relevance to the Foreign Service at a U.S.-based institution
  • Cumulative grade point average of 3.2 or higher on a 4.0 scale at the time of application

A look at the MIA curriculum

I’ve gotten a lot of questions about the difference between MPA and MIA programs. In my view, the two programs are not distinct especially when we take into account curriculum offered in two programs. However, I would like to point out some differences between the two programs.

The main core class
MIA students are required to take Conceptual Foundations whereas MPA students are required to Politics of Policymaking. For Conceptual Foundations, students get to study foundational theories of International Relations; we get to be immersed in realism, liberalism and constructivism in the beginning. Every week, prominent scholars such as Professor Jeffrey Sachs, Michael Doyle and Joseph Stiglitz come to give a talk on the specific theory in the current world affairs context. For the Politics of Policymaking class, students get a sense of how to write policy memos on current affairs and how to think and analyze from a policy-maker’s perspective.

Language Requirements for the MIA
MIA students are required to demonstrate proficiency in a second language. If your native language is not English, you can use your mother tongue as a second language. Or if you plan to learn language at Columbia, you can do it. However, only the intermediate language classes count toward required SIPA credits. The basic level language classes are not credited toward program requirements. Here are some sample classes for a MIA student who majors in International and Financial and Economic Policy and specializes in Advanced Policy. As some students want to hone quantitative skills, they take advantage of being at Columbia by taking quant-intensive classes across statistics and math departments.

Finally, some prospective students ask whether or not they can switch the program once they are admitted. The answer is yes. It is possible to switch the program but make sure that if you switch, you might end up taking two core classes. So if you are not sure about your program, I advise you to postpone taking the core class to your second year. Also keep in  mind there’s no guarantee you’ll be able to switch because you were admitted to the program under a particular concentration/specialization.

Seeple Spotlight: Rina Lila, MIA ’15

One of our very own students, Rina Lila, MIA ’15, will lead the first focus group discussion about a positive digital media registry about Kosovo. Lila’s organization, Kosovo Diaspora will host “From a Concept to Success: Focus Group on the Diaspora Virtual Registration,” this Friday, November 14 at 6:30 p.m., in room 1302 of the International Affairs Building in New York City. Read this Q & A excerpt to get a sneak peek at how a SIPA education, along with her background, has prepared her to take on such an exciting and challenging project:

Born and raised in Kosova, Rina Lila, a Master of International Affairs student, came to the United States in 2005 to finish high school in southern California; she went on to major in political science at Whittier College. Lila spoke with SIPA News about growing up in Kosovo, the impact the United Nations has had on her life, and being a part of Kosovo Diaspora in New York City.

Tell us a bit about Kosovo Diaspora.
A former SIPA student, Behar Xharra MIA ’12, established the Kosovo Diaspora initiative, which is meant to raise awareness on Kosovo, and to highlight Kosovo through digital diplomacy. We want to make available positive digital media about Kosovo.

Behar graduated in 2012, before you came to SIPA. How do you know him?
Everyone from Kosovo knows each other. Behar actually convinced me to come to SIPA. [I was considering other schools], but he told me that SIPA is more international. He said you have more international students, you get to make more connections, it’s close to the United Nations—it’s an invaluable experience. So I came here. Then, last year, he got me involved with the Kosovo Diaspora.

How are your studies at SIPA related to this?
My concentration is in Economic and Political Development, and my specialization is in International Conflict Resolution. I am one of the co-presidents for the UN Studies Working Group and the Conflict Resolution group and I work very closely with Professor [Elisabeth] Lindenmayer as one of her course assistants. She’s been an inspiration for me with respect to the UN. I’ve always wanted to work for the UN. The fact that the UN was here was the main reason I wanted to come to SIPA.

Tell us more about the Kosovo Diaspora event you’ve planned for this Friday [November 14].
This year Behar asked me to lead the first focus group discussion on diaspora registry. Kosovo Diaspora is partnering with International Organization for Migration (IOM) and the Kosovo Ministry of Diaspora to promote the registry among our widespread diaspora communities across five continents. The information collected will provide the Kosovo government with a better understanding of geographic and demographic profile of Kosovo Diaspora in order to establish evidence-based policies in Kosovo to address the needs and concerns of diaspora worldwide. As Kosovo Diaspora, we see a lot of potential to having a database of all Albanians everywhere, while working on our mission to digitlize diplomacy. The mission of this diaspora virtual registration is to bring together Albanian civil society leaders, successful entrepreneurs politicians well as students.

6 Quick-and-Dirty Tips For An Outstanding Admissions Essay

Admissions essays can be one of the most daunting parts of the application process. Applicants often spend hours (or days) staring at a blank computer screen, just hoping for the perfect words to flow from their fingers to the keyboard. They don’t want this opportunity to go up in proverbial flames by writing down the wrong response, and neither do admissions officers. But in reality, we’re not looking for the perfect response. We’re looking for your truth. So don’t be afraid to be honest in the words you choose.

To help you in the writing process, here are some tips that are sure to help your writing shine.

1. Follow directions.
It’s an easy step, but it’s one that applicants often fail to follow. We know you’re applying to multiple schools, so every year we develop essay questions and set word limits that will save you time. The guidelines also help our admissions committee make the best decision about your eligibility. So answer the essay question—and only the essay question—and abide by the word limit. (OK, you can go over by a few words.) And if you want to expand upon another topic, take advantage of the optional essay question.

2. Be concise.
Keep your responses short and to the point. Don’t waste your word limit on Brobdingnagian (really, really big) words and long-winded sentences. There’s a word limit for a reason: we want you to get to the truth of your educational/professional desires as quickly as possible.

3. Show us your hunger.
This is your chance to tell us your truth that we mentioned at the beginning of this post. Show us that you really want to be here and why SIPA is the only place for you. Introduce yourself, your intended program of study and your motivations and experiences. Did something interesting happen that led you on your path to SIPA? Then tell us about it, and what you want to accomplish. Don’t forget to cite specific examples of how SIPA can help you achieve your deepest aspirations.

4. Take advantage of the optional essay.
This is your chance to talk about deficiencies in your application. If you don’t have as much professional experience or your lacking quantitative skills, explain to use why you’re still a stellar candidate. There’s a reason you’re applying even if you don’t “check off all of the boxes,” so elaborate on exactly why. Or, just tell us something unexpected about yourself. What makes you unique compared to other applicants? What’s something specific you can bring to the program?

5. Don’t quote Mahatma Gandhi. Seriously.
It’s nice to read that applicants admire great people throughout history, but admissions officers don’t want to read the same inspirational quotes time and time again. (Besides, you’re quoting them wrong.) We want to read about what you have to say, not what other great people in history have said or done. So keep your essays focused on you, and you alone.

6. Proofread your work. When you’re finished, proofread it again.
Believe it or not, spell check doesn’t catch everything. So make sure you proofread your work carefully. Heck! Ask someone else to read it as well. A great trick is to print out your essay and read every single word backwards. (You’d be surprised at how mistakes you’ll catch!) Also, a good way to catch grammatical and sentence-structure mistakes is to read the essay aloud. For example, if you have trouble catching your breath between sentences, tighten things up.
