NYC housing advice from a SIPA alumna and real estate agent

As a SIPA alum, I had to go through the painful process of renting an apartment in New York City. I knew I wanted to live in a central location off campus that was not too far from SIPA or the attractions in Midtown and Downtown, but I was not fully aware of the rental process. When I arrived to New York I immediately realized that my expectations were far from reality.

In this blog I wanted to share a guide on what you need to know and what you will need to do to find the right apartment, for the right price, in the smoothest way possible. Hopefully this will help you avoid the stressful moments I had to pass through.

Prioritize
Before starting your search, prioritize your wants and needs. Determine what is important for you. The three main variables when choosing an apartment are price, location, and size. Prioritize them in order of importance for you and keep them in mind when you start your search.

Determine your Financials
Having your financials clear is a critical preparatory work. Many landlords require an income of 40 to 50 times the monthly rent. They will also do a credit check on you and expect it to be above 700. This means that to rent a studio apartment for $1800 a month, you must prove an annual income of at least $72,000 a year ($1800 X 40) and have a credit score of around 700. Another way to determine how much rent you can afford is by determining 30% of your income. Real Estate professionals say 30% of your annual income is  an appropriate amount to spend on rent.

After determining how much rent you can afford, consider the upfront and ongoing monthly expenses that come with renting an apartment. The upfront expenses include: application fees, broker’s fees, first and last month rent, and security deposits. Rental application fees  are between $65 to $100. Brokers usually charge between 12%-15% of annual rent or a one-month rent. The security deposit is usually a one-month’s rent, but it’s refundable at the end of the lease if no damages are incurred in the apartment.

This is a good example of your upfront expenses for a $1800 studio apartment in Upper West Side.

Broker’s fee $3,240 ($1800 x 12×15%)
Security Deposit $1,800 (1 month’s rent)
Total $8,720

The ongoing monthly expenses are your utilities and cable/internet bills. Electricity and gas are your usual charges and will vary depending on the building and zone you decide to rent. Water is usually included on the monthly rent.

Regarding monthly ongoing expenses, utilities vary depending on the building and usage. Cable and Internet can be $80 approx.

At this point you might be asking, what if I can’t prove I have an income of 40 times the monthly rent? What if I have no credit history or have a poor credit score? There are three options to consider:

  1. Find a Guarantor
    A guarantor is someone who guarantees payment on the lease. They need to prove an annually income of 80-100 times the monthly rent and will have to sign paperwork plus provide financial documents such as pay stubs and tax returns to the landlord. Lets say you want to rent the Upper West Side studio apartment for $1800 per month., Your guarantor has to prove an income of at least $144,000 a year showing his or her tax returns and personally guarantee your lease. Guarantors don’t need to be relatives, but most landlords prefer that they be from the Tri-State area (NY, NJ, CT).
  1. Pay for a Guarantor
    There are institutions that provide the guarantees for renters that do not meet the lease terms landlords require. Insurent is one of the biggest companies in NYC. The average Insurent guaranty fee for non-U.S. parties without U.S. based credit and social security numbers is 110% – 115% of one month’s rent. For international students, Insurent qualifies them based on their parent/father being a Responsible Party solely on the Agreement. The parent will just need to have an annual income of a minimum of 50x the monthly rent in their home country or have cash liquid assets at banks/marketable securities at banks/brokerage firms of a minimum of 80x the  monthly rent in their home country or elsewhere. The application is free of charge. The required documents are Copies of passport and Visa  and School ID, copy of passport of parent acting as the responsible party to Insurent, and Copy of letter from accountant confirming the parent’s funds.
  1. Bigger Security Deposit or Upfront Rent
    Committing to a bigger security deposit with the landlord or paying your rent upfront might also be the solution. These options vary depending on the landlord and what information you can provide in the process.

Incoming students: Don’t forget to review the Welcome Portal for tips from the Admissions Office on house hunting (such as the webinar), and the on-campus housing application form.

Determine Living Style
Now its time to determine the living style you want. These styles have an economic impact as well. The three most common options are: Finding roommates, living alone, or subletting.

Sharing an apartment with roommates allows you to afford a bigger place in a neighborhood you like more. They help cut monthly rent and up front / ongoing expenses. If you decide to have a roommate, make sure you find someone who is compatible with you.

Living alone is the most expensive option, but gives you complete privacy.

Subletting an apartment or room can be the cheapest and easiest option. You don’t have to pay a broker’s fee, you usually don’t have to submit paperwork and financial requirements leases ask for, and you just move in with no need to buy furniture or set up utilities.

Find your Neighborhood
New York City is made up of five boroughs, including Manhattan, the Bronx, Queens, Brooklyn, and Staten Island. Within them, there are different neighborhoods, each with their own mood and vibe, as well as different price ranges and public transportation methods.

  1. Convenience in transportation
    Living close to the metro, preferably a station that has an express train stop or a location that doesn’t need to change trains or bus line, would make your life easier and save you a lot of time. For example, Red line trains go north to south direction through eastern Manhattan. If you choose a location close to the red line you can get to downtown Manhattan or upper Manhattan much faster and cheaper than taking a cab. Make sure you choose a neighborhood that public transportation is convenient and fast to get to class.

2. Price
Manhattan is expensive. However, prices will vary depending on the neighborhood you choose and the time of the year. You can find better deals in Bronx, Queens, Brooklyn, and Staten Island, but make sure you follow the same rule of living close to a metro station that offers a convenient way to get to class without too many complications.

3. Moods and Vibe
New York has something for everyone. They don’t call it the capital of the world for nothing! Visit the neighborhoods that you think you will like to live before starting your official search. Make sure the mood and vibe of the area is what you are looking for and will be happy  with.

Remember to start your search 30-60 days ahead of time. If you search too soon or too late, you may not see the best of what’s available.

Apply and Sign Lease
Once you find the apartment you like, move fast. New York City is a competitive city and desirable apartments come on and off the market quickly.

These are the documents you and/or your guarantor will need:

  1. A letter from your employer stating your position, salary, length of employment and opportunities for bonuses
  2. Your last two pay stubs
  3. Your last two years of tax return
  4. Your last two months’ bank
  5. Contact information for previous
  6. Verification of other assets, if a
  7. Photo ID (Driver’s License, Passport, )

Revise the lease before signing it. Make sure the terms of the lease, the rent payment, security deposit and all clauses in the lease are right and clear  to  you.  Remember  this  is  a  long-term commitment.

Congrats, you got accepted!

a city of shining lights: an inside look at urban and social policy

SIPA’s location in New York City provides an ideal opportunity for students to learn about the workings of one of the most dynamic cities in the world. The Urban and Social Policy (USP) concentration attracts a very diverse group of students from the public, private and non-profit sectors who are interested in managing city governments and non-profit organizations, and designing and analyzing policies across a variety of sectors. USP students enter SIPA with backgrounds in teaching, immigration law, non-profit program evaluation, urban transportation systems, public health, and many more areas.

USP classes are taught by faculty members with extensive academic and professional experience. Mayor David Dinkins, the former mayor of New York, offers a unique perspective in the two courses he teaches to USP students every year. Professor Ester Fuchs, the Concentration Director, served as Special Advisor to the Mayor for Governance and Strategic Planning under New York City Mayor Michael Bloomberg from 2001 to 2005 in addition to her many years of teaching experience at Columbia. A number of other full-time and adjunct faculty members draw on their experience as city planners, high level officials in city government, and executive directors of non-profit organizations. They are experts in immigration, organizational management, housing policy, social movements and several other fields.

Students can choose between the Urban Policy and the Social Policy track. Both tracks equip students with strong skills in policy analysis, program management and evaluation. The Urban Policy curriculum offers focus areas in the following fields: Urban Politics and Governance; Management in Urban Public Sector or Not for Profits; Urban Social Policy; Urban Economic Development, Planning and Land Use; Sustainability and Environmental Policy; Housing Policy; Education Policy; Health Policy; Crime, Safety and Security Policy; and Employment and Labor Policy. The Social Policy track provides students with the analytical tools, management skills and knowledge needed to design, implement and evaluate the outcomes of social policies that aim to increase access to economic opportunity in marginalized populations and manage economic and social risks, such as unemployment, poverty, social exclusion, crime, recidivism, homelessness and sickness.

The concentration hosts The Global Mayor’s Forum each semester, featuring mayors from cities in the U.S. and around the globe. USP also hosts a series of roundtables, panel discussions, and brown bag events offering students the opportunity to hear from leading practitioners in the field. Additionally, USP hosts field trips for students to local museums, organizations, and historic sites.

USP graduates pursue careers in leadership levels within city, state and federal government, political campaigns, non-profits and NGOs, think tanks, philanthropic foundations, social enterprises, and academia. During their time at SIPA, many students pursue internships with the New York City government as well as with leading non-profit organizations, consulting groups, and think tanks coming up with innovative solutions to urban and social challenges. Moving to NYC?

If you are moving to New York City, you will want to find a place to live before you begin classes.  As SIPA students, you may apply for Columbia University housing or you may explore the city and find a place on your own (or with the help of a broker).

Looking for housing can be a daunting experience in New York City, but don’t panic – you will be able to find something! It is very possible to find affordable housing near campus. Although it may take a few intense days jam packed with appointments, every SIPA student finds a place to call home at a price that they are comfortable with.

The map below gives you a good guide to the neighborhoods in Manhattan.

 

 

 

Columbia and SIPA are located in the Morningside Heights neighborhood. Inevitably, many students end up living in Morningside Heights and Manhattan Valley, which spans from roughly West 96th Street to West 125th Street, between Columbus Avenue and Riverside Drive, and is within walking distance of the SIPA building on 118th and Amsterdam. In general, expect to pay around $800-$1200 for a shared apartment in Morningside Heights or Manhattan Valley.

Some students also live in the Upper West Side, which tends to be a little more expensive. Others live in Harlem, East Harlem, Hamilton Heights, and Washington Heights which are a little cheaper, but also a little farther from SIPA, which is something to keep in mind.

Along those lines, other students choose to live outside of these neighborhoods and even further away from campus in areas such as Chelsea; Clinton; the West Village; the Upper East Side/Yorkville; Astoria, Queens; Brooklyn Heights; and Williamsburg, Brooklyn. This is completely an individual preference. It can be great to get away from campus everyday and enjoy and explore other neighborhoods. Be sure, however, to consider how much time it will take you to travel to school and how often you will be at school, as well as how much you will be spending on the subway, taxis, and/or buses. Most students are on campus at least Monday through Thursday, and sometimes on the weekends to meet for group projects or study.

When looking for housing, Craigslist (www.craigslist.org) and Street Easy (http://streeteasy.com/) are good places to start. Be prepared, however, for a very busy market—many times apartments on Craigslist are rented shortly after they are posted. If you see something that you like, be proactive and contact the broker or building immediately.

Another quirky fact about New York City’s rental market is that it can be very difficult to find an apartment without using a broker, which is basically like a real estate agent. Using a broker has great benefits—they have many listings, know what is available, and can help you find an apartment within your price range and in your desired neighborhood. The downside is that many charge a fee, and that fee is usually around one month’s rent. Depending on the broker, you may have some wiggle room in negotiating the precise fee. It is possible to find some that do not charge a fee though, so when looking at listings on Craigslist or other sites, search for “No Fee” apartments if that extra cost is something you hope to avoid.

Regardless of where you decide to live, you should give yourself at least a couple weeks to find a place. The New York City rental market is tight and can be cutthroat. Therefore, it is important to be proactive and even somewhat aggressive. Most good apartments will rent within a few days of them being listed, so be ready to take an apartment right away if you like it. Important documents to have handy include: a copy of your Columbia acceptance letter (building management companies usually ask for proof of salary but obviously as students you do not have this) and your checkbook. It also helps to have a bank statement and/or other proof that you are able to pay the rent (a copy of your financial aid statement showing that you will be receiving loans might work for this purpose). Be sure to look at a few places. Nonetheless, if you really like the first place you see, don’t be afraid to take it.

Message Board – Alive and Kicking

This is a reminder to new students that the message board referenced on the welcome page is, and will continue to be, a great resource to reference.  Relevant questions and inquiries continue to roll in to our email box, and there is a plethora of information on the message board that relates to most of the inquiries.

Content on the message board is driven by newly admitted students and current students.  Therefore most of the content is very practical.  Specific administrative questions can continue to be emailed to our office, however if you are looking for information relevant to the student experience I highly recommend using the message board as a resource and communication tool.

For example, many new students are emailing us about housing.  A enterprising new student actually created a Google Document that everyone has access to for people seeking roommates.  It does not get much more practical than that.  If you wish to view the document, open the Housing folder in the message board and view the thread labeled, “SIPA 1st years looking for roommates.”

Do note that the last day of classes at SIPA was May 2nd and finals will finish up today, May 13th.  Therefore current student participation is likely to slow down, but do not let that keep all the new students from keeping the message board active.  Instructions for logging in to the message board are included on the Welcome Page.  Welcome Page log in information is in your admission letter.

 

Some Tips for International Students

Erisha Suwal will be graduating from SIPA soon and she composed this entry to provide insight to international applicants and students.  On a side note, culture shock is not limited to international students, even for someone that grew up in the United States moving to NYC can be a shock.  Do not worry though, as the famous quote goes, “This is New York, if you can make it here, you can make it anywhere.”

SIPA is a very international school, academically and in terms of its student body. About 60% of the students in the MPA and about 40% of students in the MIA program come from outside of the US. Being an international student is exciting. Living in a new country, in one of the biggest cities in the world can be quite an adventure. As an international student about to complete my SIPA education, I want to share a few experiences and give a few tips, especially to those international students who will be leaving home for the first time.

Applying to SIPA

For those reading this blog that will apply in the future, language can be a major hurdle for non-native English speakers. If you did not complete your undergraduate in an English-medium institution, you have to take TOEFL or IELTS. If you have ample time before the test, read anything you can find in English. Watch as many English movies as possible to improve your listening skills. Then you have the GREs. The verbal for non-native English speakers is usually challenging. So work extra hard.

On the other hand, your mother tongue or national language can also exempt you from taking language classes. All students enrolled in the MIA program must be fluent in a second language in addition to English.  The language requirement also applies to MPA students concentrating in Economic and Political Development. However, you can get language exemption by proving proficiency either by taking a test offered at SIPA or elsewhere. In my case, I am a native Nepali speaker and I had taken a language exemption test during my undergraduate studies at Wellesley College.

I had my dean from Wellesley write to the deans at SIPA and was exempted. Not having to take a second language frees up a lot of time to take other classes. At the same time, it could be fun and beneficial to take a second language, especially languages needed for UN and World Bank jobs.

Once Accepted

If you need to take a loan, you need to apply to a private lender, usually CitiBank or Sallie Mae. Loans from private lenders have higher interest rates and they require an American co-signer to act as a guarantor. Finding a co-signer maybe difficult for many international students. Even if you do have an American co-signer, whether or not the loan will be approved is up to the lender. Dealing with these issues from outside of the US can cause much anxiety. Make sure you go through the information provided by the private lenders thoroughly to understand the system. Read the fine prints. Talk to anybody you know who has gone through this before.

Another option to secure financial support, at least partially, is to explore other funding sources such as your undergraduate institution, foundations, and fellowships.  You never know when an opportunity will appear. I contacted undergraduate alums to find out if the organizations they work for such as the Ford Foundation or even Pepsi Co. would fund students pursuing a master’s degree. Funds from outside are competitive to receive, but it is worth exploring all options.

On a side note: having been in the US for almost eight years now, I have learned that it is always important to ask unequivocally for something if you need it; without being an annoyance of course. Sometimes, international students come from cultures where asking directly for something is considered rude, selfish, inconsiderate or against the cultural norm. However, unless you ask, no one knows your needs. The worst that can happen is that you will get no for an answer. 

Visa

After you have your finances taken care of, its time to get a visa. The visa process varies depending on your country of origin. It is smooth for some and rocky for others. Give yourself ample time.  If you encounter any problems, reach out to the International Students and Scholars Office (ISSO). They are very helpful with the immigration process and have tips on how to prepare for the visa interview as well. For those applying for visa for the first time, remember that how you finance your education and whether or not you plan to come back to the country in the future matters to embassy staff.

For those traveling for the first time, keep in mind that the US immigration laws have changed since 9/11. Do not be surprised at random checks and it can be a lengthy process.

Experience at SIPA and New York

Culture shock is inevitable for first timers. I remember my first days in the US. People spoke English too fast and with an accent I wasn’t familiar with. Public display of affection was acceptable. Dance floors were a whole different world. I constantly converted dollars to Nepali rupees. Early experiences in New York can be even more intense with its fast-paced life, crowded subways, and people dressed up in crazy attire.

I asked a few other international friends to share their experiences. A friend from Japan said, “I did not have culture shock since the way of modern life does not change regardless of where we are…oh, the staffs in restaurants are friendlier than in Japan and attendants in supermarkets are much more impolite.”

Another friend from China mentioned that it took her time to adjust to the social scene in New York. She said that she was not used to the idea of going to bars to drink a lot.   A few other friends mentioned that coming a few days prior to orientation is good idea. It gives time to explore the city on your own and to get used to the place before your schedule fills up with orientation events and then classes. Coming earlier is also a good way to make some friends before classes start. After the first two months or so, you will adapt to the place and its pace.

Some international students have mentioned that they continue to struggle with English, and at times it can get frustrating not to be able to express yourself.  However, they say that perseverance is the key.

SIPA has numerous events throughout the years to help students socialize and have a good time. There are also many student organizations based on regions, cultures and interest. ISSO also organizes many events for international students. For those who only have their passports as the official identification card, get a New York state ID or maybe even a driver’s license. If you are going to bars or buying alcohol, it is easier and less risky to have an ID than carry your passport around.

Other Tips

If you need to find an on-campus job, reach out to people. Check libraries and IT centers for vacancies. Email professors you find interesting not just in SIPA but in the whole University, and ask them if they need a research assistant. I found a research assistant position in my first semester by emailing a professor. Advertise to teach your national language or any other skills you might have. Some students babysit to make some cash.

Be prepared for cold weather. This winter New York had 20 inches of snow!

Finding an apartment in New York can be stressful, but there are ways to get cheaper housing besides campus housing. The loan serves as an income guarantee. Check out http://newyork.craigslist.org/ but be careful of scams.

Explore not just New York, but most of the US, if you have the chance.
