December 1984–December 1985: Director, Hazardous Waste Management Project, National Academy of Public Administration. Managed a study of the long-term implementation and administrative issues of the reauthorized Resource Conservation and Recovery Act.

May 1984–December 1984: Manager, Intergovernmental Analysis Unit, National Waste Terminal Storage Program, ICF, Inc. Under contract to the U.S. Department of Energy. Managed a staff of analysts responsible for assisting the Department of Energy’s Office of Civilian Radioactive Waste Management’s Program of State, Local, and Tribal Government Relations. Major projects managed included: developing a community and institutional relations strategy; analyzing issues and developing policy guidance for state and tribe relations and financial assistance; developing and maintaining a financial assistance tracking system.

August 1980–August 1981: Environmental Protection Specialist, Office of Hazardous Emergency Response, U.S. Environmental Protection Agency.
