ShadowCount 2007

Description

On a random night in the winter, the Department of Homeless Services (DHS) sends out two thousand people to count the homeless on the streets that night. Columbia’s ShadowCount additionally sends out “decoys”, people who will be counted as part of the homeless count. Based on the percentage of decoys counted, DHS can estimate the percentage of homeless who were counted and then adjust their estimates.
